Character System - Level
A character level is part of the character system and it deals with character progression where each new level increases in certain ways the character's power level.
Levels are incremented at certain thresholds of the experience stat.
Each level is speculated to provide a certain number of perk points stat.
It's currently unknown what other values in the character system a new level modifies.
